When you pick a platform or a size, the compressor divides the size budget by the clip’s duration: a 60-second clip squeezed to 20 MB gets about 2.5 Mbps for picture plus 128 kbps for sound. A two-pass H.264 encode then spends those bits where the image needs them — more on motion and detail, fewer on static frames — so the file lands just under the limit instead of far below it.
